Article page 3-column grid layout and developer experience improvements

Restructure article pages from nested flex to a true 3-column CSS grid, giving content ~720px reading width instead of ~512px. Improve mobile navigation with an inline section toggle and drawer close button. Add graceful handling of missing environment variables for local development.
